Update (Dec. 13, 2021): A month after an independent Pentagon review found no misconduct in August’s botched drone strike in Afghanistan, Pentagon officials said Monday no U.S. troops will face disciplinary action. According to the officials, who spoke to the Associated Press on the condition of anonymity, Defense Secretary Lloyd Austin asked Central Command Commander Gen. Frank McKenzie and Special Operations Command Commander Gen. Richard Clarke to go over the review and provide recommendations to Austin.
The two agreed with the what Air Force inspector general Lt. Gen. Sami Said found in the report, and recommended no discipline. Austin endorsed their recommendations.
Original Story (Nov. 3, 2021): According to an independent Pentagon review discussed at the Pentagon’s daily briefing Wednesday, there was no misconduct that caused August’s botched drone strike in Afghanistan. After originally believing at least one of the people killed was a “facilitator” for the Islamic State group’s Afghanistan affiliate, the Pentagon reported in September that as many as 10 civilians and no terrorists died in the strike.
According to head of U.S. Central Command Marine Gen. Frank McKenzie, U.S. officials had been tracking a white Toyota Corolla sedan for hours on Aug. 29. It was believed to have contained explosives. McKenzie described the decision to strike the car was made with “reasonable certainty” that it posed a threat to American forces at the Kabul airport.
The review of the Afghanistan drone strike was done by Air Force inspector general Lt. Gen. Sami Said. The video above shows him discussing the review at the Pentagon briefing. He said his investigation found “execution errors, combined with confirmation bias and communication breakdowns that regrettably led to civilian casualties”.
“The interpretation of the correlation of the intelligence to what was being perceived at the time in real time was inaccurate,” Lt. Gen. Said said. “In fact, the vehicle, its occupant and contents did not pose any risk to U.S. forces.”
However, none of the issues with the Afghanistan drone strike amounted to “violation of law, including the law of war” or misconduct, according to Lt. Said. He determined “the white Corolla, its contents and occupant were genuinely assessed at the time to be a threat”.
“That assessment was primarily driven by interpretation of intelligence and correlating that to observed movement throughout an eight hour window in which the vehicle was tracked throughout the day before it was ultimately struck,” Said said. In his review, as well as at the briefing, Said said the drone strike must be considered in the context of the moment.
“You have to put yourself into the conditions that existed at the time. And what I mean by that is the risk to force at HKIA and the multiple threat streams that they were receiving of an imminent attack,” Lt. Said said. “You can imagine the stress on the force is high and the risk to force is high and not appreciating what I’m about to say through that lens, I think, would be inappropriate.”
